Many common development projects (subdivisions) were started and never completed in recent years. The owner was unable to sell the lot or they ran out of financing to complete the project in many instances. The owners of these projects are still responsible for the requirements of the NPDES permit despite this. The NPEDS permits were revised in 2008 and provisions were added to GAR 100003 to address this issue. A guidance document was designed specifically for the Tertiary Permittee and can be read here.
