Last Day for DeKalb Rezoning Lottery Applications

Time is running out to submit your applications for the DeKalb County Rezoning Lottery.  DeKalb County will hold a special lottery drawing on Thursday, October 5, 2006 at 2 p.m. to determine who will receive a spot on the revised 2006 and new 2007 zoning calendars for the Community Councils, Planning Commission, and Board of Commissioners.  In order to be considered for a rezoning hearing, applications must be submitted to the lottery by 11 a.m. on Thursday, October 5, 2006.  The rezone lottery is for the entire 2007 calendar year for both residential and non-residential slots.  A total of 20 cases will be accepted per hearing date (March, May, July, September, November, and January 2008).  An additional 7 applications will be drawn to revise the 2006 calendar.The lottery drawing results will be used to determine the calendar for 2007 and each application will require a ballot.

Each ballot must include:

1. Applicant and/or Authorized Agent (The completed authorization form must be submitted with the ballot for validation)

2. Parcel

3. Address

4. Current Zoning

5. Proposed Zoning

6. Land-use Plan Amendment if applicable

On the day of the drawing, all ballots in the ballot box for the 2007 Calendar will be pulled to establish a list to be used to fill the calendar.  Any applications that do not make the calendar will become the waiting list in case an applicant scheduled for a hearing withdraws.  Any application not submitted during the lottery process may not be added to the lottery list.  In the 2007 calendar, land-use plan amendments will be heard only in March, July, and November.  July will be reserved for non-residential land-use and rezone combinations such as office, commercial, industrial, OCR mixed use, and PCD.  Each agenda will be limited to 20 cases but the 2007 calendar says ordinance and text amendments will not count toward that cap.  Recent infill overlay petitions have been treated as text amendments.
