This bill would grant a homestead exemption from certain DeKalb County ad valorem taxes in an amount equal to the difference between the current year assessed value and the base year assessed value of a homestead. While on the surface this act seems like a good idea, it could have several unintended consequences, especially for businesses and multi-family property owners. The DeKalb Chamber of Commerce has provided a good summary on the topic, in the form of a letter to its members, and has agreed to allow the Council to post it here.
