The Cobb County Board of Commissioners approved road topping fees at their meeting on February 8th. Cobb County has developed an innovative solution in an effort to provide a vehicle for new home construction to resume in unfinished subdivisions where roads have not been topped. Currently, Section 110-56 of the Cobb County Code allows for certain improvements within residential construction projects to be secured via Performance Bonds, Letters of Credit or Escgrow Agreements. “Topcoat” of asphalt on subdivision roadways has been one of the most common improvements under this section. The Cobb Board approved that Community Development charge a per lot road topping fee in certain subdivisions where amounts of sureties securing improvements that will become public infrastructure are anticipated to be less than the current day cost estimate of installing the improvements.
