The County’s Water Resources staff has finalized the draft of the proposed Stormwater Utility Credits Manual. The Credits program offers property owners and developers a maximum of 40% credit for the utilization of Stormwater BMPs. However, the burden of proof is weighted towards applicants and it has to be re-applied for on an annual basis. Council staff previously submitted comments to the committee and county staff questioning the logic and viability of such a design for the program.
