ARC Accepting Public Comment on Transportation Improvement Plan Amendment

The Transportation Improvement Plan (TIP) amendment programs $120 million in federal and state funds for 11 projects across the region. The amended is needed to allocate funds remaining in the fiscal 2023 budget and reflect project cost increases. The Transportation Improvement Program allocates federal and state funding for transportation projects across the region and is updated several times throughout the year, as projects change or new funding becomes available. The projects includes:

Fiscal 2023 Budget Closeout:

  • 15th Street extension, City of Atlanta (additional $3.7 million federal funds)
  • Lenox Road Trail and Safety Improvements, City of Atlanta (additional $4.9 million federal funds)
  • Rock Quarry Road widening, Henry County (additional $13.3 million federal funds)
  • State Route 120 (Abbotts Bridge Road) operations and safety improvements (additional $13.1 million federal funds)
  • North Evermore Parkway extension, Gwinnett County (additional $12.9 million federal funds)
  • Top End I-285 Express Lanes, preliminary engineering and right-of-way acquisition (additional $44.9 million federal funds)

General Cost Estimate Increases:

  • I-75 collector-distributor lanes from I-285 to Forest Parkway, Clayton County (additional $2.4 million in federal funds)
  • SR 42 bridge replacement at Norfolk Southern railroad, Henry County (additional $8 million federal funds)
  • I-85 new interchange at McGinnis Ferry Road, Gwinnett County (additional $2.9 million federal funds)



  • Public Review and Comment Period – March 16, 2023 to April 14, 2023
  • Public Hearing – April 7 (Transportation Coordinating Committee meeting)
  • Committee and Board Action:
  • Conformity Determination Expected from US DOT – Expected early June 2023

  • The public review and comment period will run from March 16 to April 14, 2023. ARC must receive comments prior to midnight on this date to be considered in the official record of comments.
  • There will be an opportunity to present comments verbally at a public hearing taking place during the Transportation Coordinating Committee (TCC) held at ARC Conference Center on April 7, 2023 at 9:30 am. A summary of all comments received during the period and responses to those comments will be presented to ARC’s technical and policy committees and the ARC Board for their consideration before taking action on the Planning Amendment.
